The Bureau of Education, Government Oversight, and Operations for Dreamers

Formed under the Ministry of Education, Culture, Sports, Science and Technology in 2002, BEGOOD is the department focused on Dreamers, the Dream Sphere, and the government’s relationship with both.

The Bureau manages government grants, endowments, and regulations for the Dreamer Union, and centralizes the education departments’ input and standards requirements for Dreamer-exclusive private academies (i.e. Promised Morning). If this sounds like the government wants to interfere with or supplant the Dreamer Union as the central organization for Dreamer resources, well… Whatever the initial intention of the Bureau was, it now maintains a solid working relationship with the Dreamer Union. The primary day-to-day operations of the Bureau currently focus on the international community instead, working with other governments who have Dreamer-focused operations and smoothing the immigration processes for foreign Dreamers seeking to move to Japan. It is further subdivided into more focused offices for more specific functions.

Policy and Legal Enforcement Administration for Sphere Activities

PLEASE attempts to develop regulations, legal recommendations, policies, and guidance for the Dream Sphere specifically – after all, nothing stops Dreamers from committing crimes in the Dream Sphere, they just have much weirder repercussions. Does it count as attempted murder if your victim just wakes up? What about deliberately throwing them to a Nightmare? The Administration attempts to navigate these extremely murky waters to provide SOME sort of legal framework for the Dream Sphere. Most of its accomplishments thus far are more for public relations than actual enforcement, considering the difficulty of actually identifying a Dreamer crime and then acting on it, but the Administration serves as a reminder that Dreamers are not and should not be above the law just because they have special powers while asleep.

Department of Armaments, Materials, and Necessities (Including Therapy)

DAMNIT exists to provide Dreamers with support of all sorts, though as of now its mission is confined primarily to the waking world if you don’t count its director running around yelling BRINGER OF CHAOS in the Dream Sphere. In addition to managing government financial assistance to the Dreamer Union, it also concerns itself extensively with the mental health and well-being of Dreamers and provides ample resources and support for their psychological well-being.

A longstanding goal of the Department is to find a way to actively provide resources to the Dream Sphere, and thus it also administers numerous scientific grants dedicated to investigating the Dream Sphere, the Dreamer connection to it, and the nature of Dreamers in general.

Institute for Strategic Harmonization

ISH is a quiet department that, on the surface, works to coordinate Dreamer efforts both nationally and internationally. Its greater, classified purpose is to prepare for and if necessary enact the nationalization and mobilization of the Dreamer population in the event of disaster affecting the waking world, or international conflict that takes place in part or whole within the Dream Sphere.

ZEKE GENBU
Age: 25
DREAMER CHAOSBRINGER

Government employee by day, Dreamer Chaosbringer by night! Established member of the Dreamer Union, mentor to those in need, incredibly unlucky bastard!

In the waking world, Zeke typically wears business casual: khakis, a button-down, and a tie. In the Dream Sphere, however... see that picture? It's that. But with a skirt instead of pants. A colorful pink skirt.

No one will blame you if you don't take him seriously.

OOC Info
Name: Dragon
Age: Older than 18. By a lot. Eh heh.
Contact: [plurk.com profile] ultimaweapon
Timezone: Eastern.
Reserve Link: Bwaaargh!

Character Info
Name: Zeke von Genbu (Ozychlyrus Brounev Tantal)
Canon: Xenoblade Chronicles 2
Age: 25
Canon Point: Postgame.

History: Link!

Personality: Zeke is simultaneously an edgelord idiot and one of the most mature and sensible characters of XC2.

When Zeke isn't taking things seriously, he's ridiculous -- using unbelievably exaggerated body language, corny phrasings and dialogue that sounds like he's a Team Rocket reject, and calling himself "the Zekeinator" while screwing around. When Nia and Rex first meet him, he goes to every effort to sound like a cliche villain, introduces himself like he's the greatest thing alive, then promptly loses his pet turtle and has to swipe it back from the heroes (while overtly failing to actually grab the person he was allegedly there to steal). During all of this he is on a serious and important mission, mind.

All this while he practically radiates enjoyment of life, and comes off as remarkably easygoing when he's not panicking about his missing turtle or complaining that someone is manhandling it. The second time he meets the group, he goes from objecting to the nickname 'Shellhead' to answering to it reflexively in the space of a minute; the third time they meet, he cheerfully embraces it. He claims, ridiculously, that his eyepatch conceals the ultimate power of the Eye of Shining Justice (which, uh, it does, but it's still ridiculous). Just seeing this side of Zeke probably convinces a person that only thanks to Pandoria's presence has he ever accomplished anything or even survived.

When he's taking things seriously, however? Gone is that goofy attitude, replaced by the confidence that comes not just from being a very skilled Driver, but also conviction and unshakable faith in his own beliefs. He carries a core conviction, that his homeland of Tantal is making a huge mistake by embracing isolationist policies, and most of his life has been spent defying his father -- running away from home, stealing Pandoria's Core Crystal, and surviving as a Driver and a man rather than a Prince. He never asks for special treatment because of his birthright, to the point that he's worked countless odd jobs and almost died in the course of his adventures. And he knows he's done the right thing, which is why he has both the confidence in his serious times and the love of life in his goofy ones. In times of need he can shed the mantle of Zeke von Genbu and step into a charged political meeting as the sensible and reasonable Crown Prince of Tantal -- but he's clearly far happier and more comfortable as Zeke.

Of course, 'serious' for Zeke can also be pretty goofy. He very seriously proposes changing his self-given title to "Chaotic Bringer of Chaos", and very seriously suffers actual agony when Pyra manages to brutally insult the idea. On the other hand, though, he says flat-out in fairly easygoing terms that he's never killed a fellow human, and that doing so just proves a man is completely weak. (He says this to the Praetor's face, no less.)

His closest canon tie is to his Blade, Pandoria, and their partnership goes a long way towards showing every aspect of his nature. The two bicker like siblings (or a long-term couple), with Pandoria cheerfully picking on him whenever he deserves it, while at the same time they can both pose and even move in perfect sync. His devotion to his partner is without question.

Last but certainly not least: Zeke is UNFATHOMABLY unlucky. His first three appearances him feature a cliff collapsing beneath him, a rolling boulder bashing him into the stratosphere, and a broken fence dumping him into the Cloud Sea. Gameplay stats even back that up.

Abilities: Zeke is a Driver. I (attempt to) explain this in more detail here, but short version is that he can bond with a Blade (a weaponized life form) and use the weapon the Blade gives him while supporting him. Generically speaking his powers depend on the weapon type and elemental alignment of the Blade, but generally revolve around combat powers and generic anime protagonist stuff like leaping high or surviving attacks. (Of course, regain rules prohibit gaining a Blade, so I don't see any way this will ever come up.)

Item Regains: Only one:
A snow-crystal vase: a finely-crafted product of Tantal.

Physical Form: C: Zeke will be going full animal, becoming an AC-style shoebill.

Title: The Overacting Enthusiast!

Extra notes: /shrug!
